Why can we see dust particles in a dimly lit or torch lit room, whereas cant see them in a very bright or well lit room when the particles have so much light to reflect on

In the case of dust, the light let into the room is scattered and reflected in the room and causes the room to be illuminated. This is the noise that obscures the signal from lightreflected off of the dust.
