The maximum voltage is determined by the insulating barrier. Above a certain voltage it will breakdown and create a short circuit. That can happen under DC but also under AC. ... So a capacitor allows no current to flow "through" it for DC voltage.that is it blocks dc

So a capacitor allows no current to flow "through" it for DC voltage (i.e. itblocks DC).
