Cell is called the structural and functional unit of life as it is the smallest unit which can carry out all the life processes like respiration and excretion. Cell is universally present in all forms of organisms other then virus. There are many cell organelle which are not present in plants, prokaryotes. So it cannot be called a structural and functional unit of life.
Hope It helps...

Answer:
Cell organelles are not called structural and functional unit of life because they can't do all the life processes individually and they can't form any structure of living organism like cell.
