Hello Mate,
It is because here back bonding is between vacant 2p of carbon and filled 3p of Cl atom, which is unfavorable due to the energy gap between 3p and 2p orbital. ... Since, 2p–2p bond is stronger and more stable than 2p–3p bond, CF3+ is more stable.....
