Hey mate, it ch3cooh means acetic acid and it not a base because it produces hydronium ions more than OH ions. But the amount of hydronium ions is not so much this is why it is a weak acid.

because it doesn't completely dissociate into ch3coo and H+ions, hence it is a weak acid.
