it can be due to many reasons like
during the formation of colloidal particles by electrodispersion by preferential adsortion of ions from the solution.
or by electrical double layer

There is a region around each particle where the particle charge attracts the free ions to form an electrical cloud called the electrical double layer.
the particles attracted are from the solution and have opposite charge to the colloid particle and is called diffused layer ,while the charge on colloid particle is called fixed layer.
