Because energy of visible light is too small   and in compton effect the energy of the photon should greater than binding energy of electron.

compton effect cannot be observed in vissible light because in compton effect photon of very high energy interect with electron i.e x-rays range but visible light his very low energy therefore compton effect cannot be observed in visible light.
