Its because of their population & don't forget that Delhi is the populous state in India, and with the highest rating of air population in the world.
Its also a trade centre and tourist place, so for this Delhi is rich, but not only Delhi but Mumbai is the richest and most populous city in India.Many student & people's also go for higher education and for better Job.

Actually, I think friend there is no such fact that Delhi and Gujarat are rich but FOR your queries let me interpret something. Firstly if we talk about Delhi , It is the capital of our country and the capitals of a nation are supposed to be clean and neat as the tourism is initially spotted here and also it is a home to our ministers and the parliament. Secondly, Gujarat if we talk about it I have a Very sarcastic reason for it as Narendra Modi belongs to Gujarat so firstly he have to improvise his home town and from where he had arose. But now you can he is working for the entire India and he's doing a wonderful job as you can see the demonetisation project is a very wise and crucial project and he is working for each and every citizen of this nation. And within some years our whole country will be known as the richest country of this world. And friend not only Delhi and Gujarat all the 29 states will be considered rich.
