Why did gandhi ji decide to launch a nationwide satyagraha against the proposed rowlatt act 1919 in hindi?

After getting a report from the sedition committee justice Rowlatt passed two bills in the British parliament,it was passed even after being requested by Gandhiji not to pass it.So for this reason Gandhiji started satyagraha against it.

Gandhi ji decided to launch nationwide satyagraha because:

Rowlett act passed through the imperial legislative council during 1919, Indian members opposed this act, this act gave enormous power to the British government to repress political activities, it allowed detention for prisoners without trial for two years, because of this mahatma Gandhi launched nationwide satyagraha, shops were closed, workers went on strike.
