The Non cooperation movement was started by Gandhiji because of the Jallianwala Bagh massacre. This was called off because of the chauri chaura incident where 22 policemen were burnt alive he also thought that satyagrahis needed to be trained properly for mass movement like this.

Gandhiji decided to call off national cooperation because the movement was interpreted by different groups of society in different ways. Everyone had their own notions of swaraj so they took the way of violences and clashes.
People started to attack police men and often clashes occured between people and government.
This violence was intolerable and Chauri Chaura movement in which 22 policemen died has hurted Mahatma Gandhi a lot. So he decided to call off non cooperation movement
