Why did Gandhiji recommend Non-Cooperation? What circumstances favoured him to club it with the Khilafat Movement?

gandhiji believed that without the cooperation of Indians British cannot rule India. so gandhiji started non cooperation movement.
gandhiji saw khilafat movement as an opportunity to bring Hindu-muslim unity. so he club it with khilafat movement.
