A parliamentary form of government means, The executive is backed by legislature(public representatives) of in simple terms we can say it is supported by public.

A constitutional ruler: the country should be ruled according the constitution, or we can say according to the public because the constitution is powered by the people of India.

No separation of powers: Legislature, executive and judiciary should exercise their functions in intimated manner.

Role of lower house : A major part of ministry should belong to lower house, so it could prevail public interest against state interest.
