The ship’s crew think that Gulliver is mad because he keeps shouting at them instead of talking in a normal tone. He does this by force of habit because his stay in Brobdingnag for a long time required him to talk at the top of his voice to make himself audible to the giants. Even after he left them and joined the ship’s crew, he is not able to get over this.
