Even though the oxygen is present underwater we human cannot breathe underwater as we have no gills! When run out of oxygen supply it would be fatal for any human same is when underwater with no takable oxygen for human and to get oxygen underwater oxygen tanks which have oxygen in them are taken when scuba diving.
