fish and frogs are aquatic animals which lays there eggs in water and the eggs are always floting on the surface of water an aquatic animals is use the eggs as there food if the eggs not lays in large number the all if the egg gets eaten by the animals or it is nothingto reproduce...

They lay so many eggs as many of the eggs do not develop.....They lay so many eggs for their survival....If some of them die some can live...
