molecules on the surface posses more energy because they are less negative then the molecules in the liquid. the molecule which is present in the liquid will be collide by the numbers of molecules this is the reason why the molecule in liquid is more negative and the surface molecules will be collide from only the lower next layer molecules that is why they are less negative, due to the less negativity the surface molecules posses the extra energy.
