Another reason slums develop is bad governance. ... They believe that if they provide urban services to the poor, it will attract urbanisation and cause the slums to grow. The problem with this view is that very few people come to the city for water or services—they come looking for work.

Slums are byproduct of urban life. All migrating people in search of livelihood manage to create a shelter for their basic human needs and dignity. In our city planning we do not have provision for such segment of human population. Urban / modern city thrive on their human labour and capital but can not create to provide shelter in an organised manner with basic amenities.
Every modern city around the globe faces such conflicts. Hence its not very uncommon to find such human settlements. Our constitution gives right to assemble in any part of sovereign land for meeting their basic human needs.
Some factors responsible for urban slums
Rural migration in search of livelihood
Lack of formal education , awareness, vocational and skill training
High birth rate among migrants ( more hands, more work)
Faulty city planning for such large human settlement
Lack of attention from Govt. to minimize socio-economic disparity between urban & rural divide.
Unable to retain rural migrants after agricultural season
Lack of employment avenues in villages
Shops, market places, factories, city waste management etc. attract migrants.
