We call manufacturing a secondary activity because it adds value to natural resources like minerals etc by converting them into other valuable things or products.
The primary activities like fishing and mining solely utilize the natural resources as they are. In mining we simply extract minerals i.e a primary activity. When these minerals are converted into products, the process is known as manufacturing which is thus a secondary activity as the minerals are reshaped now into other products.
Manufacturing is the secondary activity because manufacturers are normally developing their products from the raw materials and they are secondary products only.
We in the case of forestry, fishing and mining, manufacturing are considered as the primary products because here we are using the raw materials for our daily consumption.
Basic needs of life are considered as the primary activities and manufacturing is always considered as the secondary activity in this regard.
