Apart from the best answer provided by Tushar Bammi, I would like to say something more.

I have heard a lot of people say "Bihar/UP are the most dirty states". Please don't think I have any hard feelings against Biharis/UP guys. I love them as much as I love any Indian. Bihar/UP were backwards in previous decades, but since then they had seen steady progress, may be not as much developed as TN or Kerala or Punjab, but they are constantly developing.

Do you want other countries say something same like, "India is a dirty country"?

We have heard the phrase, "Cleanliness is next to Godliness". So why not to be cleaned?

Some people say, due to lack of education, people don't know about benefits of cleanliness. That thing is partial true, not all.

Many times, people have seen nomads or "banjaras" camping on damp, swampy, dirty places just outside the city.

Once I asked someone, "Why are they camping on such dirty grounds?"

She said, "They are uneducated, how do you expect they will know about the benefits of sanitation?"

I replied, "May be they don't know what germs are, what is the benefit of sanitation, but they have feelings and sensory organs. What sort of people would like to roll on a damp, swamp place and feel skin irritation and wet soil? What sort of people would like to smell odors from wastes and carcass?". The question is yet to be answered.

The most important question is, Indians need their mindset changed. So we need the Swachh Bharat mission.

Cleanliness is not just about education, its the morality and sensibility of common man.

Haven't you ever seen any educated man throwing wrappers, empty packets on streets?

Well, many educated people keep their houses neat and clean like five star hotels, yet they spit on road, throw empty packets/cold-drink bottles/etc on streets.

Instead of blaming politicians, officials, etc we must see first what we are actually trying to do for making a better India.

Let me tell you a story.

NaMo  is promoting Swachh Bharat Mission. Many people just say, "this is just  publicity, many places are still dirty, bla bla bla....".
One of my colleagues say the same thing.
