wet clothes dry more quickly on warm dry  day because the heat of the sun makes the water in the clothes evaporate quickly
while on a cold humid day we don't get suns heat that much so water in the clothes is present as usual so there is no evaporation

wet clothes dry faster on a warm dry day because rate of evaporation is faster while on a cold humid day water molecules present in the atmosphere does not allow evaporation to take place .Thus, reduces the rate of evaporation
