Charging by rubbing happens in dry weather because dry air contains less amount of moisture. Though air is an insulator, sometimes the moisture presents in it conducts these charges.[conductivity of air is reduced by the dryness in air and due to absence of excess moisture makes it less likely for the objects to shed their excess charge in air].

Thus making the object retain its charge and make the charging of objects faster and easier.

Charging by rubbing does not occur in wet season because the moisture in the air carries away all the charge so it's best happens in dry season .
