Why do you think Tanya sabha is called as council of states

Council of states” is a nomenclature that was announced by the chair in the House on the 23rd August 1954 for Rajya Sabha. Members of Rajya Sabha are not elected by the people directly but indirectly by the Legislative Assemblies of the various States. Every State is allotted a certain number of members.
