The court can not act on its own . Only if a  victim makes an appeal before the court , can the court act . The procedure of a civil case and criminal case are different . Example : In matters of family & property disputes, the involved parties approach the court and the court settles the matter .

court mainly work on the basis of laws set by the govt tht is why court cannot act as its own
