a democratic country needs a constitution... so that a country can be assist and monitored without any partiality.... moreover constitution sets of frame of ideas giving out ideologies like equality fraternity and liberty. and hence a democratic country wants every citizen to imbibe those qualities... and the set of rules laid down by the constitution remains the same for each person even if he is a person of higher authority or even a person who is a beggar..
