Why does a nursery not have fully grown plant

No, that would defeat the purpose of a nursery. A nursery is a place to protect seedlings so they have the best chance to germinate and to grow well until they are strong enough to be transplanted in the field. Without a nursery, some seedlings (especially domesticated ones) would have a lower chance of survival out in the open.
