why does a suction cup not stick on a rough surface. ?

it doesn't create a vacuum because there is no clean connection between the surface of the suction cup and the surface of the object.

Suction cups works on principle of vacuum. It removes som air from the covered surface and only a little amount of air is present inside it. Thus, the atmospheric pressure acting on it is large.Thus it sticks to the surface.
In order to stick and create vacuum, the suction cup needs a smooth surface as on rough surface it would not be able to create vaccume( since air may be continuously entering into the cup due to spaces between the cup and the rough surface) and stick to it.
