Why does exact balance of Power between central and state government vary from one location to another.

This results from the formation process of the federal government and is due to the history of the creation of a particular government. 
When federal governments are formed it can be as a result of the two following processes:
i)Individual states deciding to come together and pool their sovereignty for security and economic reasons.
ii)The other way a federal government may be formed is when an existing country decides to divide power between the national government and the individual states that make it.

For this reasons, during the sharing of power and formation of the federal government, different states can negotiate differently. This results to the diversity in the states as each state would wish to maintain its identity and form of governance.
