Why does galvanometer shows momentary deflection at the time of charging and discharging of capacitor?

Galvanometer is a electromechanical instrument used to detect and measure electric current.
So in your case, the deflection is momentary because the capacitor draws some current during charging and during discharging it sources current. Hence in both case current is changed which is detected by galvanometer and it deflects.
