Why does hibiscus not bear fruits even though androecium and gynoeciumare present in it?

The lobs of pods contain seeds like any other fruit. So, the hibiscus plant does not have any distinct fruit. Hibiscus does not bears fruits even though androecium and gynoecium present in it because the fruit seeds will not be similar to the parent plant and look different.J
