The reason for this is because when it hails, the surface of the hail evaporates. Evaporation takes energy from the surroundings and that causes the temperature to go down

After hail storm, ice absorb heat energy required for melting from from the surrounding so the temperature of the surrounding fall further down and ans we feel cold
