the pakistan is not called a democtratic country becuase there is the rule of dictator in pakistan.all the power of decision making lies in the hand of the military.but we cant say that there is no constitution there as there is a constitution. in 2001.the military dictator parvez musharraf amended the constitution..even the current prime minister of pakistan was chosen by military .pm's brother is the head of military of pakistan....pm was also an army man.......

Though Pakistan is a democratic country on papers but in reality it can not be called democracy because :
The elected form of government and National assembly enjoys less powers as compared to the Military. The real powers rests with military and it is military.
The Military is more powerful and the government mostly works under the guidance and vigilance of military.
Military often decides the elections and support the Prime Minister of their choice.
There are blasphemous laws in Pakistan and religion plays a key role in administration of the state and thus Pakistan is sometimes referred to as Theo-Democracy instead of Democracy.
