Why does pcl5 act as an oxidising agent and reducing agent?

Phosphorous in PCl 5 exists in +5 oxidation state. Reducing agent are the agent which reduces the other species and itself undergoes oxidation. As P is already present in its highest oxidation state and hence cannot undergoes further oxidation therefore, PCl 5 does not acts as a reducing agent
