Due to a process namely called Osmosis, the fingers shrink when we wash cloths for a long time.that is we put our hands in an hypertonic solution

Our skin of finger shrinks when we do the same, as when we wash the clothes the water around the fingers or hand behaves like hypertonic solution and water starts coming out from finger(cell) to ... The oily substance on the outer layer of your skin is washed away leaving the water able to be absorbed through that layer.
