A simple pendulum oscillates under gravity only, which acts vertically. Therefore, vertical plane is only considered.
A fan provides flow of air around the pendulum's bob and air resistance increases. The theory of a simple pendulum needs zero air resistance. However, the air resistance can be minimised by switching of the fan and windows of the experimental lab.
