Because at that stage of conversion of state of water from ice to liquid, the heat energy that is being supplied is utilized to change the state, aka the latent heat is absorbed for the same, which to the point is stored as energy, till that becomes enough of a kinetic energy for the molecules to move freely.

"The temperatures does not change when ice melts to form water because all heat are considered as "Latent heat of fusion". A concept Latent heat is required for the phase transition of any substance from "solid to liquid"and from liquid to gas.

Latent fusion heat is the energy needed to change the phase from "solid to liquid" at the point of fusion.

At 273 Kelvins, water has more energy than ice at 273K because ice can easily form water by absorbing surrounding heat energy. Temperature does not change when ice melts to form water due to because of "Latent heat of fusion"."
