Gandhi called off the non- cooperation movement and civil disobedience movement because -
1) chauri-chaura incident -  a large group of protesters, participating in the Non-cooperation movement, clashed with police, who opened fire. In retaliation the demonstrators attacked and set fire to a police station, killing all of its occupants.
2)Ill-prepared people/participants- The movement was turning violent in many places. Gandhi ji felt that people were not well prepared for this.
3)Restlessness within members of congress - Within the congress, some members were tired of mass struggles and they wanted to participate in elections.

gandhi saw that this movement was turning violent in many places.
he thought that people (satyagrahis) must be trained properly for this first.

chauri chaura incident which happened was it.in gorakhpur 22 policemen were burned alive during a very much peaceful demonstration.this was turning violent.so gandhi called off the movement.

even the people within the congress were tired of mass struggles and wanted to go back and participate in elections which had been set up by the government of india act of 1919.
