H2CO3 :- Hydrogen Carbonate, actually H2CO3 is an acidic nature compound . it means we can break it in two or more parts in ionic form .
e.g H2CO3 → 2H^+1 + CO3^-2
★ H2CO3 contains ionic bonds .
but
CCl4 :- Carbon tetrachloride, it has symmetrical shape . e.g tetrahydral .
it's dipole moment = 0 . it contains all bonds are Covalent . here we can apply Hybridisation theory , valance bond theory, etc .

now
what is organic compound ???
The Carbon compound containing usually Hydrogen and one or more additional elements like oxygen , nitrogen etc is known as ORGANIC COMPOUND.

according to this definition H2CO3 and CCl4 both are organic compounds .
But some compound in chemistry just like H2CO3 , CO ,CO2 , metal carbonate , Metal carbides , metal cynide don't include in organic due to its greater resemblence with INORGANIC compound.

hence, H2CO3 is an inorganic compound and CCl4 is an organic compound.
