Why in winter, water tank starts freezing from the surface and not form the bottom.

because when temperature falls in the temperature of water become at 4 degree Celsius the water's density increases and that water goes down and the water was density was less comes up this continues and the top surface start freezing why the bottom of the surface of water has temperature at 4 degree Celsius and doesn't freeze
