Probably not in the US. The way Costa Rica implemented their health care system was to completely defund their military; they have no army, and all those funds went to their national health care system. Certainly if the US were do that, they could have enough money to create a very good health system; but it would be impractical to defund our military in today’s world for obvious reasons.
Also, the state of US healthcare in general is very good; the problems the Us faces include an aging population (the baby boomers) and a larger government-dependent segment of the national demographic, which means more people requiring health care, and fewer people paying for it. Oddly enough Costa Rica is currently facing some of the same problems, with costs rising faster than revenue; they are beginning to cut back services, and wait times for medical care are increasing.
