As per constitution , India is a sovereign country.
Therefore Indian Parliament is also ran by Indian people.

No, the Parliament of India is not sovereign. There is no law which the Parliament cannot repeal or modify, and which Parliament can’t make. The constitution of India has constituted the system of judicial review on basis of that there is no sole power with the parliament which can retain or pass the orders solely. Along with-it India has a federal system of Government and also the Constitution has fundamental rights which protect the rights of the Indian citizens and no other authority can repeal or abolish these rights.
