it acts as alkali because when dissolved in water /H2O it dissociatis into the weak acid
(CO3)2- + H2O gives OH- + HCO3-

Sodium carbonate when dissolved in water is hydrolysed to form a weak acid, carbonic acid and a strong base sodium hydroxide. Hence, an aqueous solution of sodium carbonate is alkaline in nature.
