because in its nucleus it has both netron and protons. when they combined they become electrically neutral.

In any naturally occurring atom of an element ,the number of electrons revolving around the nucleus is equal to the number of protons present within the nucleus . As the protons and electrons have equal and opposite electric charges , therefore ,an atom on the whole remains electrically neutral .
