why is bishop not interested to send the convict to prison

Bishop has a good nature and doesn't wants to send convict to the prison because of his generosity.
After seeing the condition of convict and evaluating his inner soul bishop decided to help him but if he would inform police about it then it was possible that the convict's condition would worsen.
Later after understanding convict's state of mind he even gives his silver candlesticks to him just because he loved humanity.
