Blood is said to be a mixture because it is made up of more than two elements. Also , its composition is not uniform. While graphite is an element because it cannot split into its constituent particles.

Blood is a mixture (colloid) because it contains Plasma, RBC, WBC, etc. Graphite is an element because it contains only atoms of carbon.
