Why is cis-2-butene higher in energy than trans-2-butene?

Stability in chemistry depends only on the Chemical Potential energy. The less the energy the more is the stability. Potential energy and stability are therefore inversely proportional. The chemical potential energy in the molecules depends on attraction and repulsion. Attraction lowers potential energy whereas repulsion increases potential energy.
