Why is democratic decision making democratic country time consuming process?

people have to vote. decisions can't be made until after the people have voted in a democracy. the part of the process in decision making in a democracy involbes the act of physically carrying out a vote, and the counting up the people who voted ,to see which side is in the majority to form government

Our country India, is a democratic government.
Here decision making process is very slow as there are various organs , which exercise their powers and very cases remain for long time pending. We can't make decisions so fast, as our country depends upon various departments to have a opinion. There are various policies and political parties in our govt. So all these leads to time consuming process , that's why we have a slow decision making process.
