Why is double circulation absent in fishes??

Fishes has not double circulation because
1- they have only two chambered heart consist of one atrium and one ventricle. they don't have four chambered heart which necessary for double circulation.
2- they have gills instead of lungs.
3- the gills are meant for gaseous exchange and have thin walls. the thin walls of the gills cannot tolerate high pressures.
