Larger atoms = less reactive. ... For example chlorine is less reactive than fluorine because the outer electrons in a chlorine atom are further from the nucleusthan the outer electrons in a fluorine atom. It is harder for a chlorine atom to gain an electron than it is for a fluorine atom.

In nature fluorine gas more reactive than chlorine gas because due to size of its atom. since size of atom of flourine is smaller outer shell is closer to the nucleus and due to smaller size if a new electrom come near to this atom nucleus will attract fastly.
