litmus paper works only when water or moisture exists. In the first case there was no moisture HCl was gas and the litmus paper was dry.But in the second case when litmus paper is moistened the color of the paper changes.blue litmus turns red.

in gaseous state HCl gas doesn't get ionize to show its acidic effect so doesn't change the pH in gaseous state but do change in moistened state as dissociates into ions I.e H+ and Cl-
and hence will change the color of litmus paper to red becuz of its acidic effect In moistened state
