at higher altitudes the atmospheric pressure is low
if pressure is low the boiling point will also decrease
the food may not cook properly since all the water evaporates fast
to prevent this in pressure cooker we build up the pressure which in directly increases the boiling point of water i.e, it may even cross the normal boiling point
so the food cooks properly
